In a busy practice with a long queue of clients in the reception room, it is expedient to just prescribe some eye drops for itchy eyes and an injection and send the dog home. It is best to be thorough and examine the eye cornea for damage using the fluorescein eye stain test and irrigating the dog's eye including below the 3rd eyelid. The dog would need a light sedation to get this done. Otherwise, any foreign body trapped below the 3rd eyelid will not be flushed away and a corneal ulcer may result, making the dog owner very unhappy.  

Case 1. Extremely itchy right eye developed suddenly. The young lady owner texted me for a morning appointment.  Acute eye conjunctivitis in a young poodle being treated by eye irrigation by me under 50% domitor + ketamine IV sedation. The left eye was not itchy but showed some ulcers. No further treatment other than eye drops would do. No further complaint from the owner.

Eye drops were prescribed by Vet 1. The dog was given an injection and sent home. No eye irrigation. The dog was aggressive.
